Memorial Day Weekend in Miami Beach Includes Return of Air & Sea Show, Free Concert - RE:MiamiBeach

After yet another difficult Spring Break, Miami Beach Commissioners wanted a clear plan for the upcoming Memorial Day Weekend. In addition to the return of the Hyundai Air & Sea Show following its cancellation last year due to the pandemic, the City is sponsoring a couple of free public music events, including the first to be held in the new Pride Park on the west side of the Miami Beach Convention Center.

Commissioners will get a presentation at their Wednesday meeting on the provisions for enforcement, security, and traffic management and consider a budget amendment to provide an additional $650,000 from resort tax revenues to fund the public concert and enhanced enforcement measures. As reported earlier, the City saw a surge in resort taxes in February after vacationers flocked back to the Beach following COVID closures. 

One of the other items on the agenda: Extending the Air and Sea Show through 2024. The current contract runs through 2023 but without a show in 2020, the producer wants to extend the agreement for an additional year.

Memorial Day Weekend Events:

The Air & Sea Show will take place on Saturday, May 29 and Sunday, May 30 in Lummus Park from 10th Street to 14th Place from 10 am until 6 pm featuring the five branches of the U.S. military and Miami Beach’s police, fire, and first responder agencies. “Due to the continued impacts of the COVID-19 pandemic, the event will have a smaller footprint than in previous years and added responsive measures including, but not limited to, social distancing, mask/face covering requirements, enhanced sanitation/cleaning protocols, and touchless service innovations,” according to a memo from Interim City Manager Raul Aguila.

The concert in Pride Park will run Sunday, May 30 from 5:00 until 10:00 pm. Proposed talent includes the 13th Army Band, DJ Kumi, and Nu Deco Ensemble with a "special guest." A free community event on Monday afternoon at Soundscape Park from 3:00 until 5:00 will include the Miami Swing Jazz Band and Dancers and the Parks and Recreation activation, Imagination Playground. 

Enforcement, security, transportation:

Code Compliance

• Thursday, May 27 through Sunday, May 30, enhanced staffing deployment includes 10-hour shifts which provide for an overlap of officers that will focus on the Art Deco Cultural District (also known as the Entertainment or MXE District).
• Friday, Saturday, and Sunday: Regular staffing of one supervisor and five Code Compliance Officers; Thursday through Sunday, staffing will be augmented with four additional officers dedicated to the Art Deco Cultural District from 4:30 pm to 3:00 am.
• The Department will also utilize bicycle teams with supervisors using ATVs.
• Two ATVs will be assigned to the beach during beach operation hours.
• The Miami Beach Marina will have one Code Compliance Officer at all times (24 hours) during the weekend.
• One officer per shift will be assigned to answer citywide and short-term rental investigations.
• Staffing will begin to ramp down on Monday, May 31 with regular staffing on June 1.

Police Department

• Going to Alpha Bravo staffing, 12-hour shifts with the majority working the 7:00 pm to 7:00 am slot.
• Enhanced staffing will continue during the day on Monday, May 31st in anticipation of a busy beach day.

Fire Department

• The Fire Department will conduct nightly inspections and bar checks throughout the weekend “to verify occupancy loads and life safety codes are being followed,” according to Aguila's memo.
• The Department will place units in the Washington Avenue traffic loop as well as in Lummus Park in the event of an emergency.

Transportation Department
The traditional Memorial Day Weekend traffic loop will be deployed beginning at 7:00 pm on Friday through Sunday night. The loop directs traffic in a northbound configuration on Collins Avenue to 17th Street. From there, traffic will be directed westbound to either west on Alton Road or to a southbound-only turn to Washington Avenue to 5th Street and then southbound in the northbound lanes of Washington Avenue to 5th Street. The loop will be broken down each morning by 6:00 am.

Communication
To ensure everyone gets the message, the City’s Office of Marketing and Communications will work with the Air & Sea Show’s producer to disseminate information about the events going on throughout the City as well as high-impact restrictions. 

Black Affairs Advisory Committee recommendations
Following concerns expressed about racism in the City’s handling of high impact periods such as Spring Break and Memorial Day Weekend, the City’s new Black Affairs Advisory Committee has made recommendations for improving how the City handles those events. Budget
Commissioners will also consider a budget amendment to provide additional funding for Memorial Day Weekend including the concert in Pride Park ($350,000) and increased policing and code enforcement ($300,000) from the City’s resort tax fund which would bring the City's total cost of the weekend to $2.1 million.
